As the House Energy & Commerce Subcommittee on Environment convened a hearing titled “Beyond the Blue Bin: Forging a Federal Landscape for Recycling Innovation and Economic Growth,” the Coalition to Protect Small Sellers (PASS) submitted a letter for the record emphasizing the critical role of recommerce in America’s circular economy. Representing leading digital marketplaces—including eBay, Etsy, Mercari, Poshmark, OfferUp, Redbubble, and Whatnot—PASS urged lawmakers to recognize how small sellers and online entrepreneurs are helping extend the life of millions of products through repair, refurbishment, and resale. These activities not only reduce landfill waste and e-waste but also create economic opportunity and support sustainability at the individual level. As the recycling conversation moves beyond traditional bins and toward broader, systemic innovation, PASS is proud to elevate the voice of small sellers and the rapidly growing $291 billion recommerce sector.
